With this feature the admins of the Facebook page would be able to upload the SRT files of the subtitles with the video or they can automatically generate captions for it.  Page admins can correct the mistakes in the automatically generated subtitles if there are any mistakes

This feature is available only in the US and later on it would be available worldwide.  Only English pages are getting this feature automatically and only in the US.

When the facebook page admins uploads a video, they will be getting two options under the Captions tab which are “Upload SRT file” and the other is “Generate”. Facebook also breaks down the subtitles into small fragments with time stamps and in this way the admins can easily edit and play a segment for the accuracy

This is the kind of digital marketing. Facebook first started this in Feb 2016 to get in competition with Youtube in advertising.  This is useful for those people who want to watch videos in mute and do not want others to listen to it.
