Users are now reporting Ditto appearing at Pokedex randomly and yes there is fair chance to catch it.

Ditto is called another Pokémon – this can be either from Pidgey to Dragonite. You can only learn that you have caught Ditto, once you have caught a Pokémon. So make sure you use the curve ball rightly to make an accurate throw.

How to catch Ditto Pokémon Go.

Ditto stats are not that good, but attributes itself to few things very strongly. The base move is to ‘Transform’ (0) with something special ‘Struggle’ (15). This means you can transform into any Pokémon that strikes you in gym battles!

Most importantly when you take to gym battles – it will use your Ditto’s IV % and get close to CP of your opposition. Ditto appears a good Pokémon to attack a gym.  But Ditto is weak, when it comes to defending a gym.
